ELKO COUNTY, NV โ The Public Utilities Commission of Nevada approved Southwest Gas’s $230 million infrastructure investment plan this week, a decision consumer advocates say could raise gas bills for the more than 8,000 customers the company serves in the Elko and Carlin area โ plus the expanding Spring Creek service territory.

The Decision: The three-member PUCN voted Tuesday to largely approve Southwest Gas’s Integrated Resource Plan, which lays out future infrastructure spending on pipe replacements, system improvements, and facility extensions across its Nevada service territory, according to The Center Square.
The Opposition: The state Attorney General’s Bureau of Consumer Protections and the Western Resource Advocates both opposed the plan. George Cavros, WRA’s clean energy manager and senior attorney in Nevada, told The Center Square the company did not adequately justify the costs. He said customers are “already struggling with high energy costs” and the commission did not provide enough scrutiny.
What Southwest Gas Says: A company spokesperson told The Center Square that Nevada’s growth requires infrastructure investment and that Southwest Gas “does not automatically recover project costs” โ any cost recovery must go through a future PUCN rate case review. The company described its investments as necessary to provide safe and reliable gas service.
The Elko Connection: Southwest Gas serves more than 8,000 customers in the Elko and Carlin area with 10 local employees, according to the Elko Area Chamber. The company has also been expanding natural gas service into Spring Creek, where it now serves all Elko County schools, most commercial properties, and portions of residential tracts.
What’s Coming Next: Southwest Gas filed a Notice of Intent in March 2026 to pursue a new general rate case โ a formal request to adjust the rates it charges customers. The company also filed a $13 million statewide annual rate adjustment application in November, with new rates expected to take effect July 1, 2026. The last general rate case resulted in a $5.21 monthly increase for northern Nevada residential customers.
